The OCGS Manifesto defines the Ordered Capability Governance Structure — a minimal theoretical framework for answering: for any capability invocation, why was it executed, under what authority, with what evidence, and who bears responsibility? OCGS posits that governance order requires three independently necessary conditions: Ability (action reachability), Purpose (authorized objective binding), and Due (conditional propriety). These three layers are irreducible — no layer substitutes for another, and no two together are sufficient without the third.
