Complete preprint package introduces OCGS model for capability governance in digital and AI processes, highlighting key governance judgments.
The complete preprint package for the Ordered Capability Governance Structure (OCGS), a foundational conceptual model for capability governance in digital processes and AI automation. OCGS distinguishes three irreducible governance judgments—Ability (action reachability), Purpose (purpose authorization), and Due (conditional propriety)—and proposes WeakInv3Q as the minimum traceability condition for capability invocations. This package includes two files: (1) the English edition containing the Manifesto, Theory Paper, and complete Specification Series (Foundation, Rationale, Kernel, Profile Mechanism, Conformance Testing, Evidence Model, Accountability Closure, Anti-Gaming); (2) the Chinese edition containing the corresponding Chinese translations.
