Pre-Construct Archaeology Limited was commissioned by Gleeds Management Services on behalf of THAT Group, to prepare a Heritage Statement in connection with the proposed conversion of, and the addition of a new third floor to, the Knight & Lee building, Palmerston Road, Southsea, Portsmouth. The assessment found that proposed scheme will have a 'low' impact upon the Grade II listed Knight & Lee building. The effect of the proposals upon the significance of the asset is considered 'minor beneficial'. The impact of the Proposed Development upon the setting of the Stanley Street Conservation Area and Nos. 49 and 51 Stanely Street will be 'low'. Consequently, the significance of the effect of the Proposed Development upon the heritage significance of these heritage assets is considered 'minor adverse'. The impact upon the setting of the Owen's Southsea Conservation Area will be 'low' and the significance of the effect upon the Osborne Road character area of the Conservation Area is considered 'minor beneficial', while it is likely to have a 'minor adverse' effect upon the heritage significance of The Vale and Clarendon Road character areas of the Conservation Area.
