Problems in assessing functional communication are seen as growing directly from conceptual ambiguity. The origins of this conceptual ambiguity are traced to initial distinctions between linguistic competence and performance, thence to the broadening of the competence perspective to include communicative competence. Communicative competence is contrasted with functional communicative effectiveness, which is treated as a more appropriate construct for describing the communication abilities of other than young children.
