The article presents a mechanism for ensuring the socio-economic development of regions based on the use of transport and infrastructure factor, including an assessment of the impact of transport infrastructure on the socio-economic development of regions, identifying groups of regions with a medium and strong degree of impact, checking the current strategy for the socio-economic development of a region for the presence of provisions, contradictions, gaps that hinder the development of infrastructure and, consequently, the socio-economic development of the region as a whole, preparing and substantiating directions for improving the strategy. It is proposed to assess the impact of transport infrastructure on regional development using the methodology presented in a previously published study by the authors. To determine the degree of impact of transport infrastructure on the socio-economic development of regions, the authors propose using a scale developed by them. It is proposed to validate regional strategies using a special checklist to identify deficiencies in regional strategies that hinder the full utilization of transport and infrastructure factor for their socio-economic development. The practical significance of the proposed mechanism lies in the possibility of applying a differentiated approach to the development of transport infrastructure in the regions in order to use the transport and infrastructure factor to realize the development potential of Russian regions.
