Traditional urban management models are faced with many problems, such as environmental pollution. This paper proposes a new smart city management design scheme with a deep fusion of big data in urban management. The system is based on a layered architecture. At the data acquisition layer, IoT technology and sensor networks are employed to get data from various urban areas in real time. The data processing layer is responsible for processing the collected data and conducting preliminary analysis of the data. The intelligent analysis layer The intelligent analysis layer operates on Urban data, using Conditional Generative Adversarial Networks (CGAN) for in-depth mining and analysis of urban data. At the application service layer, the system generates intelligent applications by the result of the intelligent decision-making layer. These applications use the microservice architecture and API interface technology to easily communicate with different departments of urban management. After the system was implemented, the average hours of traffic flow in the city was 1761 vehicles and the rate of greening and the coverage of public transportation was massively improved. This system will improve the city’s operational efficiency, environmental quality and resource use, urban governance capabilities, and offer innovative solutions for sustainable urban development.
