This study investigates the structural framework and effectiveness of community policing in enhancing safety and security within the Addis Ababa City Administration. Focusing on key elements such as policing initiatives, information-sharing mechanisms, and public perceptions, the research assesses how community policing contributes to local crime prevention and trust-building. A descriptive case study design was employed, involving 328 respondents across three sub-cities—Arada, Kirkos, and Addis Ketema—selected through stratified random sampling. Data were collected via structured questionnaires and analyzed using both descriptive and inferential statistical methods. The results reveal that community policing in Addis Ababa features established initiatives, collaborative networks, and community-based communication systems. Regression analysis highlighted that the presence of community police officers (β = 0.47, p < 0.001), stakeholder training (β = 0.38, p = 0.002), and improved supervision (β = 0.22, p = 0.045) significantly enhance perceptions of public safety. Conversely, a rigid hierarchical structure demonstrated a negative but statistically insignificant impact (β = −0.15, p = 0.080), while militia patrols were found to have no meaningful effect (β = 0.05, p = 0.630). Despite these efforts, gaps remain in effective local security management and community trust. The study underscores the need for stronger community engagement, transparent communication, and trust-based partnerships between residents and law enforcement. It recommends enhanced awareness programs and more inclusive policing practices to foster mutual accountability and improve overall public safety. A more participatory and well-integrated community policing model can play a vital role in building resilient, secure urban communities.
