This analysis proposes a new cooperation model to enhance collaboration in education, science, and talent globally, addressing existing challenges.
The global advancement of Sustainable Development Goals (SDGs) is generally lagging, with the international cooperation system facing profound challenges in resource allocation, synergy mechanisms, and inclusivity. This paper analyzes the latest trends in international scientific research funding organizations and cooperation models, pointing out prominent issues in China's international cooperation, including insufficient strategic synergy,over-concentration of resources, disciplinary barriers,short-termism in evaluation systems, and constraints imposed by geopolitics. To address these challenges,we propose a new “Five Drivers” international cooperation model centered on “Global Talent Attraction,Platform Co-construction,Collaborative Innovation,Joint Talent Cultivation, and Cultural Exchange”. This model forms a systematic framework encompassing intelligence gathering, scientific and technological collaboration, educational empowerment, trust building, and cultural mutual learning. Through mechanisms such as international expert workstations, joint research platforms, and dual-supervisor systems,it aims to achieve integrated synergy among education, science & technology, and talent development. We argue that the “Five Drivers” model can form a self-reinforcing synergistic system, effectively enhancing China’s capacity and contribution to global sustainable development governance, and providing theoretical support and practical pathways for building an open, inclusive, efficient, and collaborative international cooperation system during the 15th Five-year Plan period.
