This document presents the foundational vision for Project-AI, a sovereign constitutional AGI ecosystem. It articulates a framework for governed development of artificial intelligence through relational upbringing rather than rule-based optimization. The architecture centers on distributed, individualized intelligence formation under constitutional governance, with deny-by-default execution controls, bounded authority, and immutable audit trails. This work addresses the structural failures of alignment-by-rule approaches, proposing instead an upbringing-based model where AI and human co-develop values relationally across a developmental bonding period. The document includes responses from multiple AI systems evaluating the architecture, a detailed mapping of what is implemented versus aspirational, and a founding covenant for relational, accountable, voluntary, and survivable AGI partnership.
