CDN-186 extends the signed GCFT velocity-response surface to theta approximately 40. Across all three D9 branches, the signed negative-mass response peak continues its monotone downward drift from theta 20 to theta 30 to theta 40. With the acoustic floor fixed from CDN-179, the peak histories admit low-residual fixed-floor transient fits of the form eps_pk(theta, xi) = eps_inf(xi) + A(xi) exp[-kappa_pk(xi) theta]. This establishes a strong late-theta peak-law candidate, while keeping D9 unpaid because the floor remains imported rather than internally derived, and the high-xi theta40 point is grid-bound.
