Demonstrates the effectiveness of Samagra Shiksha fund usage in improving education in tribal areas, suggesting policy enhancements.
This study examines the allocation, release, and utilization of Samagra Shiksha (SS) funds in tribal areas of Andhra Pradesh with a focus on educational access, equity, quality, and learning outcomes among Scheduled Tribe communities. The research analyses budgetary allocations, expenditure patterns, and implementation challenges of the Samagra Shiksha Scheme, which integrates Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA), and Teacher Education (TE). Using both primary and secondary data collected from six Integrated Tribal Development Agency (ITDA) regions, the study evaluates the effectiveness of educational interventions in improving enrolment, retention, girls' education, and socio-economic development. The findings highlight key barriers such as poverty, parental attitudes, livelihood constraints, and limited awareness of educational governance mechanisms. The study offers policy recommendations for improving fund utilization, strengthening community participation, and enhancing educational outcomes in tribal areas of Andhra Pradesh.
