AbstractThis paper is the fourth and final part of the Unified Consciousness Geometry (UCG) series. It translates the entire theoretical framework established in Parts I-III and the Addendum into a practical, three-phase experimental roadmap spanning current technology (Phase 1, 1-3 years), near-future precision instruments (Phase 2, 3-7 years), and theoretical-limit space measurements (Phase 3, 7+ years). The programme consolidates what is empirically established, what remains theoretical prediction, and what constitutes extrapolation. For each prediction (P1 through P10), we explicitly specify the physical observable, the required instrumentation, the exact falsification conditions, and the scientific consequences of both positive and null results. The paper focuses heavily on the definitive Phase 1 test: using inelastic neutron scattering (INS) to detect a specific proton tunnelling splitting of astrocytic water in the range of 2 to 10 meV (centered near 2.6 meV). This work completes the foundational series and hands the UCG framework over to the international experimental community.
