Dropping as a New Threat to National Security in Modern Russia

This article examines the problem of dropping as a new threat to the national security of the Russian Federation. Based on current statistical data from the Central Bank of Russia for 2023–2025, the article analyzes the scale of online fraud and the role of droppers in criminal schemes. The article also provides a definition and classification of droppers, and analyzes the motives and methods of involving citizens in illegal activities, including minors. The authors substantiate the need to reduce the age of criminal liability for droppers by amending Part 2 of Article 20 of the Criminal Code of the Russian Federation. In addition, the paper argues for the expediency of amending the Decree of the President of the Russian Federation No. 400 dated July 2, 2021, "On the National Security Strategy of the Russian Federation".
