This paper introduces the Primary Ontological Dynamic Informational Universally Active Principle (PODIUA), a foundational ontological framework proposing that Information is not merely data, code, symbol, entropy, computation, or representation, but the primary condition through which order, law, possibility, consciousness, projection, reality, and matter become coherent. The central thesis is that Information is ontologically prior to spacetime, measurement, consciousness, physical law, and material manifestation. It is not located inside the universe as an object among other objects; rather, the universe is understood as manifesting within an anterior informational order. The theory proposes the following ontological sequence: Information → Consciousness → Projection → Reality → Matter. The argument is developed as an ontologized transcendental argument: it does not ask merely what makes knowledge of an ordered reality possible, but what must be the case for ordered reality itself to be possible. This sequence is not presented as a mechanical chain, a chronological process, or a physical causal model. It is proposed as a hierarchy of ontological dependence. Information grounds the conditions of possibility; Consciousness functions as a mediating interface of access, interpretation, and organization; Projection structures possibilities into an experiential domain; Reality appears as the coherent domain of manifestation; and Matter represents the most stabilized, observable, and dense form of that manifestation. PODIUA adopts a position of interpretive neutrality. It does not identify Information with God, energy, matter, field, particle, force, consciousness, language, or computation. It also does not deny that religious, metaphysical, philosophical, or scientific traditions may interpret related intuitions through different vocabularies. Its purpose is more precise: to define Information by its ontological function rather than by inherited terminology. Information is treated as the condition of possibility for law, intelligibility, manifestation, relation, and experience. The theory does not attempt to replace physics, quantum theory, relativity, cognitive science, or metaphysics. Instead, it asks a prior question: what condition must be presupposed for physical law, measurement, spacetime, causal regularity, conscious access, and material stability to exist as coherent domains? In this sense, PODIUA is not a theory of empirical measurement, nor a proof of a physical signal, nor a complete theory of consciousness or matter. It is a conceptual and ontological proposal intended to establish Information as the missing foundational principle underlying all later domains of manifestation. Claims about I₀ are presented as inferential, analogical, and limit-conceptual rather than exhaustive descriptions of an object. The theory therefore seeks conceptual necessity and ontological coherence without claiming direct empirical detection, physical mechanism, or complete access to Primary Information in itself.
