This paper proposes a maintenance decision optimization method for the 220 kV side of substations that considers transmission-distribution coordination. The method addresses the transmission congestion risks that arise from power flow redistribution during substation maintenance outages. A two-level optimization framework is developed, incorporating transmission network maintenance transition scheme generation based on power transfer and connectivity matrices, and high-voltage distribution network reconfiguration based on composite minimal paths. A transmission congestion control model is established to describe the interaction mechanism between transmission and distribution networks during maintenance transitions. The decision optimization process integrates three risk indicators: load loss risk, voltage violation risk, and transmission line overload risk. The comprehensive risk assessment enables optimal selection of maintenance transition schemes for 220 kV substation maintenance scenarios.
