Qualitative study examines Omani women leaders’ experiences in government, highlighting challenges and resilience.
This study explores the lived experiences of Omani women leaders within government institutions, a context shaped by the ongoing interaction between established sociocultural expectations and contemporary institutional reforms. Using Interpretative Phenomenological Analysis (IPA), the study draws on in-depth interviews with ten women leaders to examine how they interpret their leadership journeys and navigate the challenges embedded within their roles. The findings show that leadership is experienced as both meaningful and demanding, requiring continuous negotiation between professional responsibilities, institutional structures, and culturally shaped expectations. While participants demonstrate strong personal resilience, adaptability, and commitment to public service, they encounter persistent challenges, including gendered expectations, inconsistent recognition, limited access to mentorship, and organizational structures that constrain advancement and decision-making participation. The study further reveals how women actively respond to these conditions through strategies such as sustained performance, relational leadership practices, and adaptive coping. By foregrounding participants’ lived experiences, the study contributes to a more nuanced understanding of women’s leadership in the Arab Gulf context and highlights the need for targeted institutional reforms, including transparent promotion systems, structured mentorship, and inclusive governance practices, to support women’s advancement in Oman.
