The answer is split into three disciplined layers. First, QTT already has non-gravitational anchored readouts of \(E_\). The cleanest current route is the resolved Higgs/Fermi/photon-edge constructor \[ E_(γ H) = {(√2\,G_F)-1/2} {√2\,q_H R_HEW} =1.2208899471×10¹⁹\ { GeV}, \] with \[ q_H=2exp\![-4π^2-1/8ρ^2], R_HEW = exp\![-{αQTT}{8ρ^2}√{6+ρ⁻²}], \] and \[ αQTT⁻¹=4π(8+ρ/2+λ_γ). \] This constructor uses the weak laboratory anchor \(G_F\), not \(G\), and the no-smuggling firewall is \[ {∂ E_(γ H)} {∂(Gobs,_P,m_P,E_P)}=0. \] Second, the paper states the Keystone boundary plainly: neither QTT nor any possible theory can produce an SI/GeV energy from dimensionless integers, angles, and topology alone. A dimensionful value needs one dimensionful bridge. QTT's strict source-only target is therefore \[ NK2= t_A\,ΔνCs=4.956×10⁻³⁴, \] which remains an amber keystone certificate. Third, the paper promotes the anchor-free web theorem.
