The history of the experiments to be described may be considered as properly beginning in the summer of 1893, when the writers became associated in the Engineering Department then organized by the Board of Water Oommissioners of the City of Detroit, Mich., the Regulations governing which prescribing, as among the duties of the Civil Engineer, the head of that Department, that “He shall particularly have charge of the Distribution System, and shall make it his especial study and care that the said system shall he as perfect as possible.”
