The GRACE–IMPACT Framework is an integrated governance, risk and compliance model that connects decision-grade performance measurement with structured executive governance and accountability. IMPACT qualifies whether a metric is sufficiently Integrated, Material, Predictive, Actionable, Contextualized and Traceable for executive decision-making. GRACE structures the governance response through Governance, Risk Alignment, Accountability, Compliance and Evidence. The framework is intended for boards, executive management, GRC leaders, risk officers, compliance officers, CISOs, DPOs, auditors and assurance professionals. It provides a structured method for determining whether reported metrics are decision-grade and for translating material findings into governed, evidence-supported executive action. This publication presents the formal definitions, relationship model, implementation workflow, intended use, limitations, worked examples, governance requirements and citation instructions for Version 1.0 of the GRACE–IMPACT Framework.
