Reveals the bureaucratic organization of Proto-Elamite Susa, highlighting resource management implications.
Building on the non-phonetic State-Notation Protocol established in the preceding paper, this study delivers a complete institutional map of Proto-Elamite Susa drawn from the MDP 6 and MDP 17 corpora. We present a three-tier accounting lexicon (16 HEADER clusters, 80+ COMMODITY nodes), a four-level actor hierarchy (Central Hub → Livestock Sector → Regional Allocation → Local Storage), and four fully closed cross-tablet archival pipelines (L1–L4) that balance with exact zero variance (∆ = 0). Comparative alignment with Late Uruk administration (16-node Gromov–Wasserstein distance ≈ 0.2567) reveals a shared bureaucratic topology without requiring phonetic decipherment. The result is a concrete reconstruction of how resources, labour and livestock were controlled across separate physical tablets inside the Susa administrative system of ca. 3100–2900 BCE.
