Investigates surface instabilities, at a tangential discontinuity between two media, caused by beam-plasma interaction, in the quasistatic approximation. The dispersion relation is derived in the case when K z r is finite (i.e. when the wavelengths are of the order of the transverse dimensions of the plasmas), for a planar and a cylindrical geometry. The thickness of the transition layer between the two media is assumed to be less than the wavelength.
