The present paper considers surface waves at the interface between two plasma media in the presence of a beam of charged particles. The thickness of the transition layer between two media is supposed to be much less than the wavelength. Special attention has been paid to the study of potential oscillations. The excitation of high frequency electron oscillations has been considered for a configuration, consisting of a plasma and a weak beam conterminous with a vacuum. The authors have also studied instabilities in the region of low frequencies for the case, when the system, consisting of ions at rest and drifting electrons, is conterminous with a vacuum.
