BIT-CTSC-001 introduces Causal Tempo & Survival Control, a pre-canonical formal programme for typed, event-sourced reasoning about opening obligations, certified closure, backlog, exposure debt, response tempo, survival floors, reserve envelopes and active-probe affordability in a finite mission-tempo model. F1 freezes the object and well-formedness layer; F2 defines deterministic finite transition and three-valued judgement semantics; F3 freezes 8 independent theorem candidates, 7 derived results, 10 supporting records, 18 obligation routes and 37 countermodel/witness routes. F4 provides human-readable analytic proofs within the declared scope. F5 executes 3,020,715 Python checks and 703,308 separate Node.js checks with zero failures, kills 32/32 semantic mutations, regresses 37/37 frozen routes and reproduces two clean local reruns. F6A authors and statically audits a Lean 4 source candidate with 8/8 core, 7/7 derived and 10/10 support mappings, plus 625,989 finite alignment checks. The exact Lean 4.30.0 toolchain was unavailable, so parser, elaborator and kernel were not invoked; the mechanized theorem count remains zero. This release is not F7 independent review, field or production certification, a universal survival law, a calibrated risk metric or authority to act. DCCC F6B toolchain debt remains preserved and is not inherited or repaired by CTSC.
