A Phenomenological theory of the soft modes Raman, tensor which allows, in particular, to explane the strong anisotropy of this tensor for one of the soft modes is considered. The contradiction between strong acoustic anomalies and weak temperature dependence of the soft mode side components is removed by taking into account the observed central peak. From experiment it is found that the “true” soft mode frequency depends really linearly on temperature near TO.
