Traditional top-down state management and market-only approaches are no longer enough to solve complex local problems. This paper examines Cross-Sectoral Social Partnership as a vital tool for modern local governance. By combining the strengths of three main sectors - the local state, private business, and civil society CSSP improves public service quality and builds stronger communities. Using a comparative framework, this study analyzes three major global models: the Scandinavian Welfare Model, the Anglo-Saxon Market Model, and the East Asian State-Guided Model. It explores how these models adapt, identifies common operational barriers, and offers practical strategies for building effective local partnerships.
