This corrected methods preprint defines thermal sovereignty as a bounded control objective: maintaining a declared region at a temperature different from its surroundings through transient storage or measured heat, work, radiation, and mass fluxes. Version 2 replaces the v1 heat-engine efficiency expression with the appropriate refrigerator coefficient-of-performance bound, requires full accounting of pumps, phase change, rejected heat, radiation, and stored energy, and removes a universal leaf-temperature claim. No device performance is represented as measured.
