This paper reports the findings of a theoretical study of delays at fixed cycle traffic signals. The full mathematical details have been published elsewhere. The results obtained and the recommendations given are in broad agreement with those obtained by webster of TRRL though bunching of arriving vehicles and irregularity of departing flow are allowed in this analysis (A).
