This paper is the seventh in the FodaOS Unified Field Theory series and answers a question that must be answered: when "quantum gates" are constructed exactly on classical machines, what can quantum technology actually be used for? The third paper of this series already ruled that exact simulation over GF fields enjoys no quantum speedup; accordingly, this paper rewrites the question from "quantum computing" into "a taxonomy of the classical value of quantum algebra" and gives an affirmative answer. Foundation: the Fermat prime p=65537p=65537 gives GF(p)∗≅Z216GF(p)∗≅Z216 — the entire field is a binary phase circle, and the physically universal gate set {H,T,CNOT}{H,T,CNOT} embeds bit-exactly (VII1/VII2). Result 1 (the complete quantum gate catalog): a four-way classification by "physical attainability" — Class A physically isomorphic gates (Pauli/Clifford/T/QFT≡NTT/multi-qubit circuits verified in practice), Class B hyper-physical linear gates (the full GL2≈1.8×1019GL2≈1.8×1019, Frobenius conjugation, Born-bridge dual-field certification), Class C nonlinear reversible gates (the full symmetric group S65537≈10287199S65537≈10287199 — the entire family impossible in principle under physical linearity, with SPN gate cryptography already run), Class D structural gates (Yang-Baxter/Fibonacci anyons/Cl(4,1) conformal family/projection/damping); the exchange theorem (VII4) rules that the two gate groups commute and neither contains the other — quantization is not simulation but a strict extension. Result 2 (gate = versor): Cartan–Dieudonné unifies the entire catalog as products of reflections, and the three mechanical classes become a complete algebraic classification (VII33); the C14′ verdict experiment is 14/14 all green — classical logic gates = versors = wave-field operators in a bit-level closed loop over Cl(4,1)×GF(65537) (VII39/40). Result 3 (gate-group semantics and the use taxonomy): a reversible alphabet (free rollback/counterfactual reasoning), group-closure certifiability, and closed forms for the structural fingerprint and the leakage spectrum (VII35/36); the three-tier list of classical uses — seven items of rent already paid (E91 watermark, QFT≡NTT, SPN gate cryptography, Grover deterministic permutation, gate-residual adapter, entanglement-based memory, zero-knowledge vault), twelve mountable items (QEC→classical error correction, Möbius equivalence testing, damping gate = dissipation operatorization, etc.), and four hardware-era exits (exact simulators, protocol testbeds, MPS compression, XEB zero-error benchmarking). Result 4 (exactness theorems and boundaries): the A/B/C decomposition answers "why the measurements are exact" (VII12) — state structure and dynamics retained, destructive measurements removed; five boundaries stated without embellishment (no speedup / amplitude wall / rightful naming of the alphabet / nonlinear value / physical boundaries). The position in one sentence: the value of quantization lies not in quantum speedup but in the reversible correlation algebra — physical quantum is a subset of it, not its ceiling. All formulas have been machine-verified item by item in Appendix B.
