Communication XIII-B — THE RUSSIAN HORSEₒ is a FHESS >< FESS >< FCLS working paper examining two empirically observable developments within the wider Ukraine war configuration: the deployment of North Korean military personnel in support of the Russian Federation's war effort against Ukraine, including the documented deployment of North Korean military units in the Kursk region, and approximately EUR 210 billion in Central Bank of Russia assets immobilised within the European Union. The Communication brings these two positions before the International Criminal Court as a transnational configuration for the Office of the Prosecutor's own statutory analysis. It examines persons, conduct, command and support relations alongside the legal and financial position of the immobilised assets, including questions of origin, formation, provenance and possible derivation. The accompanying Annexes A–G progressively examine the public-record asset relation, care and possible derivation, positional notation and configurational readability, recipient positions and assigned capacities, the strategic-horse configuration, and the relation between dialogical hyperactivity and cornerstone resonance. Particular attention is given to the interval in which investigative and judicial engagement remains available and to the preservation of institutional capacity within a hybrid configuration. Communication XIII-B was submitted to the Office of the Prosecutor of the International Criminal Court through OTPLink on 1 October 2026 within the Situation in Ukraine (ICC-01/22). This Zenodo record preserves the nine-file submission architecture: the principal Communication, seven individual Annexes (A–G), and the integrated Publication Dossier A–G. The integrated dossier enables reading of the complete research sequence, while the individual files preserve the separate addressability of each annex. FHESS (Field Hybridity Endocriminological Science Series), FESS (Field Endometaphysical Science Series) and FCLS (Field Criminal Science Series) form the scientific reading framework within which the Communication is developed. Their relation is configurational rather than hierarchical: FESS >< FCLS >< FHESS.
