The article examines the relationship between innovation processes and the effectiveness of scientific research within the higher education system. It identifies the institutional, financial, human-capital, infrastructural, informational, and motivational conditions under which university research can be transformed into applicable innovative outcomes. The study substantiates that the further development of research commercialisation in Uzbekistan's higher education institutions is associated not only with research potential but also with opportunities to strengthen cooperation among universities, government, and industry and to further integrate incentive mechanisms. A six-factor model of the conditions for enhancing research effectiveness is developed, encompassing institutional-legal, financial-economic, humancapital, infrastructural-technological, information-communication, and motivational dimensions. The main conclusion is that enhancing the effectiveness of scientific research in higher education requires the coordinated development of all six groups of factors within an integrated innovation ecosystem rather than improvements focused on individual areas separately.
