Recovery of a system’s current state does not by itself demonstrate preservation of its future viability. Two systems may reach comparable recovered states while differing substantially in the cost of recovery, the transfer of consequences beyond the selected boundary, the residual capacity for subsequent recovery, and the ability to complete the next viable cycle. This paper formulates a unified HNU–RCU–RRR–UAV measurement framework with TG serving as a cross-cutting control of transferred consequences. HNU is treated as a candidate functional-metrological construct characterizing the state of a system relative to a prespecified domain-specific Harmony Norm [13]. CR represents a Candidate Recovery Cost Quantity. RCU is considered only as a possible candidate unit for expressing CR and is not assigned an independent metrological status in advance [19]. RRR characterizes the residual capacity remaining after completed recovery to undergo another recovery process. V_IC is the Candidate Measurand of intercycle viability, whereas UAV is the Candidate Measurement Unit of its possible metrological realization [14, 15]. To prevent circular prediction, the paper distinguishes CR_pre — a prospective estimate of recovery cost established before observation of the next cycle — from CR_post — the retrospectively realized recovery cost determined after an independent next-cycle outcome has been obtained. TG is not treated as a sequential stage between CR and RRR. It serves as a cross-cutting control for determining whether apparently successful local recovery has been achieved by transferring consequences to another subsystem, a linked system, the external environment, or a later temporal horizon. The prospective measurement profile is: P_pre = (HNU_rec; CR_pre; TG_pre; RRR) The retrospective profile is: P_post = (HNU_rec; CR_post; TG_post; RRR; V_IC,next) The central proposition is: Achieved State ≠ Recovery Cost ≠ Residual Recovery Reserve ≠ Next-Cycle Viability. After external Scientific Subtraction, the candidate novelty of I23d is not located in the individual concepts of recovery cost, adaptive capacity, remaining capacity, repeated disturbance, or system boundary as such. It lies in their specific intercycle separation, their integration into one testable architecture, and the procedure for independently validating their added information.
