Invariant Temporal Ordering Framework V39/F19: Time as the Invariant Universal Succession of Common Stages of Change, Not Relativistic Geometry ITOF V39/F19 is the governing foundational formulation of the Invariant Temporal Ordering Framework. It defines time as the invariant universal cosmic extension, T_ITOF := ℰ_C := (𝒮_C^tot, ≺_C), the succession of the common stages of physical change of all physical systems in the universe. The extension is non-metric; invariance means that the succession is never reversed and that no stage within it is empty of change or static. Time causes no physical change, and physical change does not produce time. The stages are stated by the Ordinal Succession postulate, 0, 1, 2, 3, 4, ... ∞ (conditional): stage 0 is the first stage of change, with the genesis of the universe, and no date is assigned to it; the numerals express only the fixed succession of the stages and are not added; and ∞, which is not a stage, remains conditional, since current science does not establish whether the succession ends. The Cosmic Origin postulate states the first-stage clause formally. The framework is governed by Strict Cosmic Ordering; by the Cosmic Moment Axiom (CMA), which states the unity of the stages of change for all physical systems, with no private stage or ordering; and by Universal Change Continuity (UCC), the postulate of change, under which physical change continues without interruption in every physical system, whether observed or below any detection threshold. CMA and UCC are proved mutually independent by explicit countermodels. Stage admission and UCC yield the theorem that every stage is a stage of change of all its systems, and CMA excludes private stages. Change has three classes of causes: physical factors, influencing systems, and the internal structure of the changing system. Each system's response depends on its susceptibility and cohesion. Special and general relativity are examined phenomenon by phenomenon through a relativistic phenomenon bridge. Every quantitative result is retained; only the identification of relativistic quantities with time is rejected. The Lorentz transformations are derived from premises about rods and clocks that contain no temporal premise. It is proved that time has no geometric property, that no physical system can return to an earlier stage, and that ontological difference alone produces no prediction separation. UCC carries a stated countercondition, tested through a currently-complete physical isolation criterion.
