This study aims to analyze and describe quality management in the Gema Berseri program (the Clean, Healthy and Neat Students Movement) at SDN Dukuh Kupang II Surabaya. The study focuses on the planning, implementation, monitoring and follow-up processes of the program based on the PDCA cycle (Plan, Do, Check, Act), as well as the supporting and inhibiting factors in developing students discipline. This study employed a qualitative approach with a case study design. Data were collected through observations, in-depth interviews and documentation involving the principal, teachers and students. The data were then analyzed descriptively and qualitatively using the Miles and Huberman interactive model, while data validity was strengthened through source and technique triangulation. The results show that the Gema Berseri program was implemented through the stages of planning, implementation, evaluation and follow-up. The activities included routine inspections of students cleanliness, health and neatness, the use of communication books and checklists and the provision of rewards. Evaluations were conducted periodically and followed up through guidance and communication with parents. The novelty of this study lies in the integrated application of the PDCA cycle in managing a school habituation program to support the development of students discipline through collaboration among the school, students and parents.
