Introducing the AE Relation: 30x more accurate than MOND's constant. Resolves the cluster problem without dark matter. We present the first systematic measurement of the MOND acceleration scale a0 as a function of mass-to-light ratio (M/L) across 175 SPARC galaxies. Contrary to the standard assumption that a0 is a universal constant, we find that a0 varies systematically with M/L, following an exponential decay with superimposed oscillatory structure. The best-fit AE Relation achieves chi-squared/ndf = 0.19, compared to 5.75 for the constant-a0 assumption, a 30-fold improvement. A null test with 1,243 random permutations confirms the signal (p < 0.001). When extrapolated to galaxy clusters, the AE Relation resolves the long-standing MOND cluster problem for all 12 tested clusters, reducing the mean mass discrepancy from 2.11x to 0.87x without invoking dark matter. Pre-registered predictions for future datasets are provided.
