The implementation of Law Number 20 of 2023 concerning the State Civil Apparatus (ASN) has changed teacher recruitment mechanisms in public educational institutions. This study examines stakeholder perceptions of teacher staffing fulfillment after the policy implementation at Madrasah Aliyah Negeri 1 Batang Hari. Using a qualitative phenomenological approach, data were collected through interviews, observations, and document analysis involving school leaders and teachers with different employment statuses. The findings reveal that the policy is viewed positively as an effort to strengthen professionalism and accountability in staffing management. However, the prohibition of non-ASN recruitment has created challenges in responding to teacher shortages, increasing dependence on government allocation and requiring workload adjustments among existing teachers. The study highlights the need for more responsive teacher distribution mechanisms that balance national staffing reform with the practical needs of educational institutions.
