This independently published JE Bayer Publications white paper examines how administrative systems intended to promote accountability, fairness, consistency, and responsible stewardship can become disconnected from the public purposes they were designed to serve. Drawing on historical public administration scholarship and contemporary research on bureaucracy, red tape, administrative burden, organizational performance, and citizen-state interactions, the paper argues for administrative reform that preserves legitimate safeguards while critically evaluating unnecessary complexity. The publication introduces the Purpose-Aligned Administration Framework (PAAF), organized around five dimensions: Purpose, Protection, Burden, Performance, and Public Value. It proposes four potential administrative responses: retain, redesign, consolidate, or retire. Nine recommendations emphasize proportionate administrative controls, interorganizational coordination, employee and citizen experiences, continuous reassessment, and leadership responsibility for administrative stewardship.
