The Expected Role of Prefecture in Pre-Disaster Recovery Planning

This study proposes the role that the prefecture is expected to play in promoting pre-disaster recovery urban planning. A survey was conducted of the prefecture and local governments within the prefecture. Advanced examples revealed that a promotion system is needed, along with a system and support system involving disaster prevention and urban affairs. The challenges are a lack of personnel and an unclear system. To promote this, I propose a step-by-step approach that the prefecture gradually establishes a comprehensive and concrete system and collaboration structure, create manuals, and expand financial support.
