This technical report addresses the planning and consideration process for countermeasures against flooding and inundation of a municipal office building in Hitachi City, Ibaraki Prefecture, damaged by heavy rain in September 2023. The study’s distinctive features are as follows: 1. Civil engineering and architectural measures, as well as hardware and software measures, including river flood control, inundation prevention for the building (including exterior structures and facilities), and a business continuity plan for government offices, were treated holistically. 2. River flooding simulations were used to recreate disaster scenarios and compare the effectiveness of countermeasure proposals.
