This report examines the basic design of the Japan-China Youth Exchange Center, a Japanese aid project for China, using Japanese government diplomatic documents, and obtained the following findings: (1) The basic design was carried out in “Japan-China collaboration” because of Japan’s response to China’s request at the initial meeting. (2) While the Chinese side initially advocated integrating designs developed separately by Japan and China, Japan’s proposal for joint work by a Japan-China team in Tokyo was adopted. (3) The proposal for joint work in Tokyo came from Kisho Kurokawa, the principal architect of the project.
