The full-scale Russian invasion of Ukraine in 2022 and the concurrent escalation of omni-directional hybrid warfare across the Diplomatic, Information, Military, Economic, Financial, Intelligence, and Law Enforcement (DIMEFIL) spectrum have invalidated the post-Cold War security equilibrium of the Euro-Atlantic theater. Because gray-zone provocations, cyber-kinetic sabotage of subsea cables and energy pipelines, autonomous drone incursions, and weaponized migration are calibrated to remain systematically below the kinetic activation threshold of North Atlantic Treaty Article 5, traditional Deterrence by Punishment exhibits severe credibility decay. Consequently, NATO and European frontline states have executed a structural paradigm shift toward Deterrence by Denial, Forward Defense, and Whole-of-Society Resilience across three operational domains: (1) Eastern Flank land border fortification (the Baltic Defense Line, Drone Wall, and Poland's AI-integrated Tarcza Wschód [East Shield]); (2) Integrated Air and Missile Defense (IAMD) under the German-led European Sky Shield Initiative (ESSI); and (3) Maritime and Arctic critical infrastructure protection (Operation Baltic Sentry and counter-A2/AD surveillance across the Kola Peninsula). This monograph formalizes this strategic transition within the RTO P2.0 deterministic resilience architecture. First, we derive a game-theoretic and thermodynamic threshold model demonstrating why sub-threshold hybrid perturbations require driving adversarial probability of operational success to zero via physical and cryptographic denial. Second, we resolve the European strategic schism between German operational readiness (Buy-Fast) and French industrial sovereignty (Buy-European) by introducing a zero-knowledge federated C4ISR verification layer over the 64-bit Goldilocks prime field F_p (p = 2^64 - 2^32 + 1) using QFS-zkVM and Q-SAFA, enabling interoperability between heterogeneous air defense systems (Patriot, Arrow 3, IRIS-T, and SAMP/T) without leaking sovereign radar waveforms. Third, we model the macro-fiscal collision between front-loaded defense expenditures (reaching 4.91%–5.40% of GDP in the Baltic states and driving Poland's projected 2025 fiscal deficit to 7.3% of GDP) and the European Union's Excessive Deficit Procedure (EDP), proposing a constitutional fiscal bifurcation and PHOENIX_BRIDGE / PHOENIX_ROUTER hardware interlocks governed by Human-in-Command (HIC) oversight.
