The infusion of Artificial Intelligence (AI) has engendered a transformational shift in the field of public administration. Guided by PRISMA protocols, this study synthesizes 51 articles identified through Scopus and Web of Science databases. Drawing upon qualitative thematic analysis using NVivo software, this article critically analyzes the intersection of AI and public administration with a specific focus on developing countries. The paper concentrates on two main themes: (1) the growing ubiquity of AI in public administration, encompassing dominant theoretical frameworks, as well as balanced assessment of benefits and risks; and (2) the patterns and perspectives of developing countries, highlighting AI adoption areas and key barriers. The findings of this study situate AI within the broader public administration domain, revealing a fragmented theoretical landscape as well as developing countries’ distinct AI incorporation efforts.
