The recursive interactions within the Quintuple Helix (QH) are critical for sustainable territorial development. We conclude that the University (H1) is the central agent bridging these actors through the Fab City Full Stack model to achieve SDG 17. Our case study operationalizes this convergence, creating infrastructure that reduces the technological access gap for citizens. Through the UTEM Innovation Hub in the territory of Renca in Chile, we address how the university leverages technology to impact sustainability. Results demonstrate the Hub functions as an innovation catalyst, transferring knowledge and equipping citizens with tools for local development. We conclude that intersecting the QH and Fab City models, facilitated by the University, provides the necessary framework to drive social, economic, and sustainable development in the territory.
