Contemporary cloud and solid-state storage infrastructures suffer from dual existential vulnerabilities: rapid physical bit-rot over decadal timescales (charge-trap NAND flash and magnetic tape degradation within 10^1–10^2 years via WKB quantum tunneling and superparamagnetic relaxation) and systematic, uncompensated intellectual property looting by hyperscale artificial intelligence scrapers. Building upon ALPII Monograph No. 301, this monograph introduces the Millennial "Chi-no-Kofun" (知の古墳 — Tumulus of Knowledge) architecture (ALPII Monograph No. 302) to establish civilizational durability and sovereign intellectual property self-defense across geological epochs. We formalize a hybrid molecular-optical lithic vault structured around three foundational pillars: (1) the 100,000-Year Amorphous Silica Burial Chamber (ガラスの石室), wherein quaternary synthetic oligonucleotides (Σ_4 = {A,C,G,T}) are hermetically encapsulated in anhydrous, fluoride-passivated amorphous silica (SiO2) nanospheres engineered to survive t >= 10^5 years at strictly zero watts (0 W) via Arrhenius depurination suppression (E_a ≈ 128.5–155 kJ/mol, a_H2O < 10^-6); (2) the Anti-Looting Optical Trap (PHOENIX_BRIDGE), which combines a 0.12 ms LiNbO3 Mach–Zehnder electro-optical waveguide drop-gate with a non-linear photo-thermal isomerization capsule interlock that floods unauthorized nanopore sequencers or uncompensated AI scrapers with combinatorial gradient-poisoning decoy chaff (Λ_decoy) whenever a valid zero-knowledge license proof π_zk, dual Human-in-Command (HIC) signature σ_HIC, or verified fee-settlement receipt τ_fee >= τ_min is absent; and (3) the Sovereign Grave Goods & Goldilocks Royal Seal (究極の副葬品と主権封印), which encodes Perron–Frobenius run-length-constrained (ℓ <= 3) and Luby Transform (DNA Fountain) droplets over the 64-bit Goldilocks prime field F_p (p = 2^64 - 2^32 + 1) inside the QFS-zkVM, sealed via Q-SAFA and enforced under the Strict No-Learn Covenant (NLL-v1.0-2026), SEC Rule 15c3-5, and Delaware Caremark fiduciary oversight standards.
