This article argues that the quality of higher education cannot be limited only to organizational indicators of the educational process or mastery results, but also through the interrelation of educational content, pedagogical process, professional potential of professors and teachers, competencies of learners, institutional management and mechanisms for continuous improvement. It also highlights the need to use qualitative indicators in addition to quantitative indicators in assessing the quality of education, expand stakeholder participation, and develop evidence-based management. The results of the study can serve as a theoretical and methodological basis for improving the internal quality assurance system in pedagogical higher education institutions and increasing the effectiveness of training future teachers.
