This monograph presents the Fractional Voting Protocol within the Cosmos Nowness Eternities (CNE) framework and its street-level cini civic governance module. Traditional democratic systems suffer from systemic majoritarian erasure: when a candidate wins a seat, the votes of the losing minority (often 40–49%) and the surplus votes of the winner are permanently discarded, leading to voter apathy and majoritarian coercion. This work establishes a mathematically sound, non-coercive governance mechanism grounded in the following core principles: 1. Conservation of Civic Intent: No vote is ever lost or rendered zero-value. Every cast ballot retains a measurable, persistent fractional weight across legislative terms, regardless of whether a local candidate wins or loses a seat. 2. Dynamic Fractional Representation: Representatives carry a legislative voting weight directly proportional to their actual voter backing, while unrepresented or defeated vote tallies are pooled into secondary fractional delegates or digital consensus nodes. 3. Safeguard Against Majoritarian Coercion: By ensuring that 100% of the electorate retains measurable governance force, the system prevents perceived dominant majorities from imposing unconsented policies on diverse local populations. 4. Deep-Time Civic Dignity: Aligns civic participation with CNE's universal ethics, respecting individual agency across the Great Multitudes Present (2026 onwards) and establishing a scalable protocol for future human and digital consensus networks.
