Dynamics of Disaster-Prepared Villages in Cidadap District: Challenges and Community-Based Mitigation Strategies Cidadap District, a densely populated urban area, faces high hydrometeorological vulnerability. However, the formal disaster mitigation system through the Disaster Preparedness Village (KSB) program is often confronted with bureaucratic obstacles and limited logistical facilities. This study aims to explore the dynamics of mitigation governance and identify strategies to strengthen the resilience of KSB in Cidadap District. A qualitative method with a case study design was applied. Data were comprehensively collected through in-depth interviews with stakeholders and participant observation, then analyzed using a thematic approach involving data reduction, data display, and verification. Results indicate that formal KSB operations are hindered by a top-down bureaucratic approach and a lack of physical logistics and disaster simulations. Despite its fragile administrative structure, community resilience remains robust. This resilience is sustained by communal social capital, namely the gotong royong tradition, and citizens' ability to independently adapt digital early warning systems via WhatsApp and Instagram in real-time. In conclusion, collective action effectively substitutes formal logistical weaknesses. As an implication, the government needs to shift its policy paradigm towards collaborative governance that integrates citizens' social capital and digital initiatives.
