The entry into force of Law Number 1 of 2023 on the Criminal Code on 2 January 2026 relocated the core corruption offences into the codification, while the Anti-Corruption Law remains in force for most of its offences. This study traces the historical regulation of corrupt conduct by government officials, analyses the relationship between the National Criminal Code and the special statutory regime, and assesses its implications for criminal law policy and legal certainty. It applies normative legal research with historical, statutory, and conceptual approaches to legal materials ranging from the Wetboek van Strafrecht voor Nederlandsch-Indië to Law Number 1 of 2026 on Penal Adjustment and related Constitutional Court decisions. The findings show three phases: the codification of official crimes in colonial criminal law, a gradual decodification through military emergency regulations and special statutes culminating in Article 43B of Law Number 20 of 2001, and a partial recodification through Articles 603 to 606 of the National Criminal Code. This recodification relocates norms rather than reforming their substance, producing a dual regime anchored in Articles 187 and 622. Legal certainty for officials therefore depends on consistent formulation of the elements of abuse of authority and state financial loss across both regimes.
