Seafarer clinics prossess complex data governance characteristics due to the requirement to comply with international maritime organization (IMO) international standards and the obligation to integrate national data with the manistry of health of the republic of Indonesia’s SATUSEHAT platform. The primary challenge ecountered is data input redundancy (duplicate entry) between the local elektronic medical record (EMR) system and external portals, as well as a lackof alignment regarding medical coding specific to the maritime domain. This research aims to design and build a bridging engine based on a microservices architecture to integrate a local electronic medical record (EMR) system-based on an SQL relational database with the SATUSEHAT API, ultiziling the HL& FHIR v4 standard. The system development methodology employs the waterfall model. Data collection was conducted through observation, interviews, and documentation, utilizing a qualitative descriptive approach that encompasses analysis, data dictionary mapping, black-box testing, and final implementation in a production environment. The research results demonstrate that the Python FastAPI-based bridging engine is capable of automatically transmitting data regarding patient visits, seafarer medical examinations, and clinical outpatient reports. Restructuring the data governance framework has successfully eliminated input errors caused by redundant recording, accelerated reporting times from days to real-time, and optimized the validity of seafarers' health documents through an encrypted verification feature.
