The management of outpatient medical records at Genta Aras Salama Main Clinic is still carried out manually and has not been integrated across service units. This condition may lead to incomplete data, verification delays, and pending BPJS Health claims. This study aims to design and develop a web-based outpatient medical record integration information system to optimize BPJS Health claims at Klinik Utama Genta Aras Salama. This study uses a qualitative approach with data collection techniques consisting of observation, in-depth interviews conducted over approximately two months, and documentation studies. System development applies the Agile method, which consists of five stages: planning, design, development, testing, and review. During the design stage, a flowmap , context diagram, Level 1 Data Flow Diagram (DFD), Entity Relationship Diagram (ERD), and user interface designs are used to describe system processes, data flows, relationships between entities, and user interactions. The Level 1 DFD illustrates six main processes: login, patient data management, registration or visit management, medical record management, claim validation and processing, and reporting. System functionality was tested using black box testing across 10 main functional scenarios. The results produced a web-based information system design that integrates patient registration, medical service recording, document completeness validation, INA-CBGs coding, claim submission, status monitoring, and reporting. The testing results showed that all main functions operated according to the functional requirements and user access rights. Conceptually, this system has the potential to improve the completeness and consistency of medical record data, accelerate document verification, and minimize administrative errors that may lead to pending BPJS Health claims.
