SAE Theory of the State — A Companion Study: The Reverse Phase Transition / SAE 国家论 专论: 逆相变

The eight papers of this series write a structure: a state has no higher level above it, and each of its "lasts" lies under a channel it cannot itself close. This paper, a companion study to the Theory of the State, writes the dynamics: why a state that leans more toward the 15DD direction can still slide toward the 14DD direction, how it slides step by step, who can stop it, and how peers treat it once the slide has taken hold. The process is called the reverse phase transition: the movement of a state's systemic purpose, as a construct, from the direction that leans more toward 15DD toward the direction that leans toward 14DD. It is recognized by acts; it is a window, not a moment; and it fixes no identity on a state. The driving force is inside; having no superior is the condition under which the slide cannot be stopped from above, not its cause. The slide is one "last" after another moving above its channel, and can be read in four steps: the exception becomes routine; "legal" is rewritten by legal procedure; checking is occupied or hollowed out; the doors back are closed. The steps reinforce one another, and most of them have a legal form. What can stop the slide lies in the channels that cannot be closed and in the people within them; being stopped is not a return to the starting point, and the remainder not dismantled is the starting point of the next window. The response this paper speaks of, at the level of the reverse phase transition, comes only once a peer has recognized that the slide has taken hold; until it has, it makes no response at that level. Questioning, recording and, where necessary, withdrawing the corresponding cooperation in response to particular acts still follow Paper 5. Once it has recognized that the slide has taken hold, a peer keeps its distance: it questions, records and withdraws cooperation other than recognition, without judging who should hold office there and without deciding on behalf of that state's people; withdrawing cooperation is itself an act, and is checked in the same way. The events of Years 9 to 12 in the United City-States of Ends (UCSE) run through the whole paper: direction one reads the facts already in the case file, and that stretch stopped before the slide took hold; direction two is supposed, and reads the peer's response with a neighboring state, the Nation Union of Telos (NUT), taken as this state. The paper closes in conversation with Plato and Montesquieu.
